Advertisements and Sponsorship Material
Owners, trainers and jockeys whilst in Singapore, should not carry advertising or sponsorship material other than as required or approved by Singapore Turf Club.


Interviews

Owners, trainers and jockeys whilst in Singapore, should make themselves available at no charge at all reasonable time (including immediately after the races) for interviews by the press and other representatives of the media when requested by Singapore Turf Club.


Insurance

Visiting jockeys will be covered by Singapore Turf Club’s insurance policy against injuries and accidents resulting from work related activities in Singapore.

Visiting horse connections (owners, trainers, assistant trainers, head lads and grooms) are strongly advised to arrange their own insurance to cover travel, work and non-work related injury and illness.


Licensing

The Singapore Turf Club will issue visiting licences to overseas trainers and jockeys participating in the race upon their arrival in Singapore.

A visiting jockey licence will enable the jockey to ride in Singapore for all races on 17 and 18 May 2008.

Overseas jockeys are required to arrive in Singapore at least one day before the race meeting.

On race days, all jockeys are required to be in the Jockeys’ Room at least one hour before the first race.


Testing of Jockeys

The Malayan Racing Association Rules of Racing require the random selection of two jockeys per raceday, plus any other at the discretion of the Stipendiary Stewards, to take and pass a breathalyser test for alcohol and a urine test for prohibited substances.

The prohibited substances for Riders under MRA Rules of Racing are:

  • Stimulants

  • Narcotics

  • Anorectics

  • Diuretics
  • Depressants
  • Alcohol
  • Anaesthetics
  • Hallucinogens
  • Muscle Relaxants
  • Any other substances, not included in the above classes but, which, in the opinion of the Medical Officer, may affect a Rider's health, ability to safely perform the duties of a Rider and/or which may alter the integrity and/or validity of the testing results obtained.

The prohibited substances shall exclude the following:

  • Alcohol at or below a concentration of 0.02% on a breath analyser.

  • Amphetamine or methamphetamine at or below a concentration of 500 microgram per litre in urine.

  • Anorectics at or below a concentration of 500 micrograms per litre in urine.

  • 6-Acetyl morphine at or below a concentration of 10 microgram per litre in urine.

  • Benzodiazepines at or below a concentration of 300 microgram per litre in urine.

  • Cannabiniods at or below a concentration of 50 micrograms per litre in urine as determined by immunoassay or at or below a concentration of 15 micrograms per litre of urine as determined by mass spectrometry.

  • Cocaine or benzoylecgonine at or below a concentration of 150 micrograms per litre in urine.

  • Dextromethorphan or dextrorphan at or below a concentration of 500 micrograms per litre in urine.

  • Ephedrine at or below a concentration of 500 micrograms per litre in urine.

  • Diuretics at or below a concentration of 500 micrograms per litre in urine.

  • Opiates at or below a concentration of 300 micrograms per litre in urine.

  • Phencyclidine at or below a concentration of 25 microgram per litre in urine.


Body Protector

Every rider is required to wear a body protector of a design approved by the Stipendiary Stewards during training and during the races. To compensate for the jockeys being required to wear body protectors, the weight of all jockeys shall be deemed to be 0.5 kg less than the weight registered on the scale.


Equipment

  • Whips & Spurs
    All whips used in the race and in training must be in accordance with the Malayan Racing Association Rules of Racing:

i. Maximum length of shaft - 55.88 cm (22 inches)

ii. Length of flap not less than 7.62 cm (3 inches)

iii. Width of flap not less than 3.17 cm (1¼ inches)

iv. Flaps to be open for at least 5.08 cm (2 inches) and made of soft leather with no projections or additions.

  • Blinkers & Pacifiers
    Before a horse may be raced in Blinkers or Pacifiers, permission must be obtained from the Stipendiary Stewards. Once such permission has been granted, the horse shall not be permitted to race without Blinkers or Pacifiers until a fresh application has been made to and approved by the Stipendiary Stewards. However, the Stipendiary Stewards may give permission for Blinkers or Pacifiers to be removed should they consider that the state of the track in very wet weather warrants such action.

  • Extra Gear
    The use of tongue straps, prickers, bits of a patent or unusual design, Special Boots and similar appliances, if to be used in the races must be declared in the Declaration to Start Form and such equipment may only be used in the races with the prior approval of the Veterinary Surgeons in consultation with the Stipendiary Stewards.

Once any gear, including bandages, boots and plates and bits, has been used on a horse in any race, it shall continue to be used on that horse without any variation until permission to remove or vary the same has been obtained from the Stipendiary Stewards.

  • Faulty Gear
    Trainers and Jockeys are jointly and severally responsible for any bad or faulty gear used by them or on their horses.

  • Bandages
    Any bandages used on a horse in the races must be sewn on to the satisfaction of the Stipendiary Stewards.

  • Covered Bits & Reins
    Any removable type of covering, which can be stitched on to the bit, may only be used after inspection by and approval of the Veterinary Surgeons. Such covering must be removed immediately after use.

The use of covered leather reins or covered webbing reins is totally prohibited.

  • Whistles & Rattles
    The use of whistles, rattles and other noise-making instruments during training or racing is totally prohibited.

  • Skull Caps
    Every rider shall wear a Skull Cap of approved design and material when riding in any race but such skull cap shall not be put in the Scales.

Skull Caps must be worn during training by all Jockeys, Apprentices, Riding Boys and Trainers who are licensed or permitted to ride work.

Horse Shipment
Overseas connections are free to nominate their preferred shippers for their horses except for horses traveling from Japan. However, such nominations are subject to approval by the Singapore Turf Club and the Club’s decision on the appointment of shippers will be final. Shipping arrangements for horses traveling from Japan will be handled by a shipper appointed by the Club.

Horses from the same region will as far as possible, travel on the same flights regardless of the shippers used. Horses travelling together will share pallets on the basis of two horses to each pallet where possible.

    

The Club through the shippers, will arrange and meet the costs of return transport by road from the home stable to the embarkation airport and return air transport for all horses participating in the Singapore Airlines International Cup or KrisFlyer International Sprint.

The shippers will as far as possible, utilize direct cargo flights or cargo flights with minimum stopovers in transporting horses to Singapore and for the return to their home countries.

It is recommended that horses arrive at least 10 days before the date of the races to allow for recovery from any travel related problems.

All horses travelling to Singapore must be accompanied by their passports which have been endorsed by their respective racing authorities and where no passports are available, by their registration documents or any other documents which can be used to identify the horses and to ascertain that the horses have received the necessary vaccinations.

The shippers will advise and assist with such documentation and any other documentation that may be necessary.

The documents will be enclosed and returned prior to the horses’ departure from Singapore.

On arrival at Changi International Airport in Singapore, horses will be loaded onto air-conditioned horse floats and transported to the air-conditioned isolation stables at the Singapore Racecourse.

The Singapore Turf Club and its appointed agents will not be liable for any death or injury to any invited horses during transportation to and from Singapore, or while in Singapore.

After the race, overseas horses shall go into pre-export isolation for return to their home countries.

Isolation on return to their home countries will be at the connections’ cost.


Horse Insurance

The Singapore Turf Club will not be responsible for horse insurance. Connections are advised to make their own insurance arrangements for their horses.


Lead Ponies

The Singapore Turf Club will not provide Lead Ponies for overseas horses.

Trainers who wish to import a Lead Pony are advised to consult with the shippers and the Chief Veterinary Surgeon of the Club on the availability of isolation space in Singapore prior to shipping them. Lead Ponies may be transported in the air stable provided by the Club if space permits. All additional expenses incurred in shipping these ponies to Singapore will be at the connections’ cost.

The pre-departure government health testing and vaccination requirements for race horses must also be fulfilled by the Lead Ponies.


The StrathAyr Turf Track
The StrathAyr Turf Track at Kranji measures 2000 metres (1¼ miles) long and 31 metres in width with a three quarter surface banking to the inside running rail. It consists of two home turn bends (Long & Short courses). The surface consists of a blend of Zoysia & Bemuda couches that provide an excellent cushion of turf which is ideal for galloping.


Weather Condition in Singapore

May: Hot and humid with temperatures ranging from 25° C (76° F) to 32° C (89° F).


Isolation and Training Arrangements
The isolation and training arrangements will be based on the health requirements agreed upon between the government authorities of the overseas entries’ home countries and Singapore. Every effort will be made to meet trainers’ need within the isolation requirements.

All Singapore Turf Club training facilities, except the swimming pool, will be available to the overseas horses.

Overseas horses will train separately from local horses and training sessions will be controlled to ensure compliance with isolation requirements. Every effort will be made to ensure that overseas horses train when the weather most suits them. Evening training under lights will be available by prior arrangements to allow horses to get used to the lighting conditions.

Horses must wear the numbered saddle cloth provided by the Club for all training on the tracks.


Isolation Stables
The Isolation Stables at the racecourse are fully air-conditioned and are fitted to high standards. The stables provide safe and effective isolation and are secure and comfortable for horses.


Bedding
These types of bedding are available: wood shavings, straw or shredded paper. Trainers should indicate their preference as early as possible.


Water Supply

The water supply in Singapore is safe for drinking and is free of any odour or taste. Bottled distilled water will be provided if required.


Fodder
A large selection of manufactured feeds and basic fodder will be provided by the Singapore Turf Club.


Feed Supplements and Patent Medicines

Trainers who wish to import their own fodder, feed supplements or medications must apply to the Chief Veterinary Surgeon of the Singapore Turf Club early for approval.

Feed supplements and medications may, at the discretion of the Chief Veterinary Surgeon, be tested by the Singapore Turf Club Laboratory Department for prohibited substances.

Injectable medications and medications containing prohibited substances must be handed over to the Club’s Veterinary Department on arrival.

No treatment or medication may be administered without the permission of the Singapore Turf Club’s Veterinary Surgeons.
